IPLD 2024 Participants

 

After the success of the first two editions of the IPLD, the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs and International Cooperation (DGCS-MAECI), provided further funding for the 2024 edition of the programme. Following a rigours selection process, 18 judges, public lawyers, and experienced legislative drafters were chosen for the 2024 IPLD, coming from 14 African jurisdictions.

 

Algeria

Mohammedi Waffa 

Judge

Mrs Waffa is a 3rd year PHD doctoral student at the Mostaganem Law University focusing on private law. She is currently a civil judge in the Court of Appeals in Algeria, and since 2011 she has held this position within the Court of Telmen and the Court of Chelf.  

 

Burkina Faso

Donald Meyerke Zana Traore

Magistrate at the Boromo High Court

Donald is currently working as a Magistrate for the Boromo High Court in Burkina Faso, he is responsible for resolving civil, criminal, and commercial disputes. He is a PhD student with an intensive background in International Economic Law. 

 

Burundi

Sammantha Sinzinkayo

Legal Advisor 

Sammantha is a Legal Advisor at the Ministry Of Foreign Affairs in Burundi. She obtained her Bachelor’s in Law from Hope Africa University and her Masters in International Law from Wuhan University. She holds internship experience with the East African Court of Justice and experience as an advocate in the Court of Appeals of Bujumbura. 

 

Cameroon

Helene Florence Ngah

Vice Head Bureau

Helene is the Vice-Head Bureau for Monitoring the Effectiveness of Multilateral Commitments for the Ministry of External Relations of Cameroon. She has a Master’s degree in public law from the University of Yaounde II, Cameroon, and a Master’s degree in International Relations from the International Relations Institute of Cameroon and the China Foreign Affairs University. She also has her PhD in both Political Science and International Relations from the International Relations Institute of Cameroon.

 

Carine Souline Oyono Oyono Epse Halilou

Negotiator 

Carine is a Diplomat and lawyer from Cameroon. She is an executive at the Department of Legal Affairs and International Commitments of the State. She obtained her Master of Private Law degree from the University of Yaounde II Soa, and a Higher Diploma of Professional Studies in International Relations from the Cameroon Institute of International Relations. 

 

Egypt

Ahmed Elhadary

Vice President of Appeal 

Ahmed is the Vice President of Appeal posted at the Chief Court at Cairo Economical Court. He obtained a Master’s Degree in International Legal Commercial Transactions and Logistics at the Arab Academy for Science and Technology. 

 

Yasmin Shamekh

Judge and Mediator 

Yasmin is a judge and mediator for the Cairo Economic Court of the Egyptian Ministry of Justice, where she adjudicates and mediates civil and commercial cases. She graduated from Cairo University with a Bachelor of Laws, and subsequently graduated from Georgetown University with a Master’s in International Legal Studies. 

 

Ethiopia

Ali Saber 

Director, Legal Service 

Ali is the Director of Legal Service at the Ethiopian Civil Aviation Authority. He obtained his Bachelor of Laws degree from Addis Ababa University and is currently pursuing a Masters degree in International Laws from the Ethiopian Civil Service University. 

 

Eshetu Yadeta Temesgen

Judge Supreme Court 

Eshetu is a Supreme Court Justice for the Supreme Court of Oromia. She serves as a judge for both civil and criminal cases, and also gives judicial training for Federal Court Judges and all nine regional state judges in Ethiopia. She is a PhD Candidate at Bule Hora University in Ethiopia, and has earned her LLM in Business and Economics Law from Haramaya University, Ethiopia. She also has an LLB in law, from Bahir Dar University, Ethiopia. 

 

Ghana

Yvonne Chloe Messiba

State Attorney 

Yvonne is a licensed attorney in Ghana, currently at the Civil Division of the Office of the Attorney General and Ministry of Foreign Affairs. She obtained her Bachelor of Law degree from the  University of Ghana and a Qualifying Certificate in Law from the Ghana School of Law. 

 

Kenya

Annastacia Kamande

Principal State Counsel

Annastacia is currently the Principal State Counsel in the International Law division of the Office of the Attorney General and Department of Justice in Kenya, having held other positions within the Office since 2011. She obtained her Bachelor’s Degree in Law at Moi University and her Masters in Law at East China University of Political Science and Law. She is also an advocate for the High Court of Kenya. 

 

Karen Ndegwa

Principal State Counsel

Karen is currently Principal State Counsel in the State Law Office at the Office of the Attorney General and Department of Justice in Kenya and an advocate for the High Court of Kenya. She obtained her Bachelor of Law at the University of Mumbai, India, and her Masters in Law at the East China University of Political Science and Law. 

 

Mauritius

Anji Faugoo Boolell

State Counsel

Anji is currently State Counsel at the Attorney General’s Office in Mauritius. She obtained her Bachelor of Laws degree from the University of Kent and her Masters in International Tax Law from King’s College in London, as well as a diploma in Mauritian Civil Law University of La Réunion, Institute of Judicial and Legal Studies Mauritius. 

 

Morocco

Asmaa Mehdioui 

Young Professional

Asmaa is currently working in an international organization and teaching at the College of Legal, Economic and Social Sciences in Rabat in Morocco. She has her doctorate in public law, and over the past year at ICESCO, she has been dedicated to developing a strategy to combat illicit trafficking in cultural property in the Islamic World. Her studies have focused extensively on international agreements related to this subject, particularly the UNIDROIT Agreement 1995.

 

Somalia

Ismail Ahmed Mohamed

Judge

Ismail is currently a judge on the Supreme Court of Hirshabelle State of Somalia. He has a Bachelor of Law degree from Somali National University, as well as certificates from the University of Pennsylvania, University of London, and University of Illinois at Urbana-Champaign. 

 

South Africa

Carol Silindile Dludla (Sibiya)

Judge

Carol is currently a Judge of the High Court of South Africa, KwaZulu-Natal Division. She obtained her Bachelor of Laws degree from the University of Natal, along with practical legal training from the Practical Law School in Pretoria, and an Advanced Certificate in Child Law from the University of Pretoria. 

 

Uganda

Elizabeth Akimpaye Zungu

Lawyer

Elizabeth is currently a State Attorney for the Ministry of Justice and Constitutional Affairs in Uganda. She obtained her Bachelor of Laws degree from Uganda Christian University, a post-graduate diploma in Legal Practice from the Law Development Centre, Kampala, and her Masters degree in Business Administration from the Uganda Management Institute. 

 

Zimbabwe

Raimore Zvoushe

State Counsel II/Chief Law Officer

Raimore is State Counsel II and Chief Law Officer in the Law Development Commission in the Ministry of Justice, Legal and Parliamentary Affairs in Zimbabwe. He obtained his Bachelor of Laws degree from the University of Witwatersrand.
