CALL FOR APPLICATIONS – International Programme for Law and Development (IPLD) 2025: Balkans, Eastern Partnership, Central Asia, and the Caucasus

The International Programme for Law and Development (IPLD) 2025 – Balkans, Eastern Partnership countries, Central Asia, and the Caucasus is part of the broader IPLD Programme 2025, which is articulated in two complementary components: IPLD Africa Plus and IPLD Balkans–Eastern Partnership–Central Asia–Caucasus. Together, these initiatives reflect UNIDROIT’s commitment to strengthening legal capacity and promoting inclusive and sustainable development across regions through a shared methodological framework and vision.

Building on the success of the IPLD Africa editions, this new programme offers legal professionals from the Balkans, Eastern Partnership countries, Central Asia, and the Caucasus a unique opportunity to deepen their knowledge of transnational law, contribute to impactful legal reforms, and engage in international legal cooperation.

Organised by the International Institute for the Unification of Private Law (UNIDROIT), with the financial support of the Italian Ministry of Foreign Affairs and International Cooperation/Directorate General for Development Cooperation (MAECI-DGCS), the programme combines high-level academic and practical training with collaborative learning and international networking.


Transformative Learning for Legal Professionals

Join a distinguished community of IPLD alumni who have leveraged their training to drive legal innovation and development in their countries and regions. This edition empowers legal professionals to address shared challenges through the application of international private law instruments.

The IPLD 2025 introduces a tailored curriculum reflecting the specific needs of participating regions. The programme offers a dynamic learning environment combining theory and practice, with expert-led lectures, workshops, case studies, and project-based work.


Programme Structure and Methodology

The programme includes:

  • One week of online training
  • Two weeks of in-person workshops in Rome

The syllabus addresses key thematic areas through the lens of international private law, with a particular focus on UNIDROIT instruments and their application to regional and global challenges. A detailed syllabus will be available shortly. The topics to be addressed include the following:

Participants will explore these instruments through interactive formats and discuss a practical project applying them to national or regional contexts. As part of a long-term strategy, the programme will include follow-up activities.


Eligibility and Application

Target Participants: Legal and judicial professionals, including judges, public lawyers, legal officers, and experienced legislative drafters from the target countries.

Target Countries: Albania, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Montenegro, North Macedonia, Serbia, Tajikistan, Turkmenistan, Uzbekistan.

Language: English (strong communication and writing skills required).

Number of Participants: Up to 20 participants will be selected.

Application Deadline: 10 May 2025
Notification of Acceptance: 25 June 2025

Special consideration will be given to qualified female applicants to promote gender equity.


Application Process

  • Complete and submit your application through the APPLICATION FORM.
  • Include the following documents:
  1. Cover Letter: Outline at least three syllabus topics relevant to your work and explain how participating in IPLD will enhance your professional impact.
  2. Curriculum Vitae (CV): Highlight your educational qualifications, professional experience, and key achievements.
  3. Passport Scan: Provide a scanned copy of your passport, ensuring its validity for travel in 2025.
  4. Endorsement/Authorisation Letter: Submit an official endorsement/ authorisation letter from your institution (template available for download).

Programme Benefits

Certification: Full-time attendance (both online and in-person) and active participation are required to obtain a certificate.
IPLD Alumni Network: Graduates join a global network of legal professionals with access to:

Fees and Financial Support

No participation fees. Participants are encouraged to seek funding from employers, government bodies, or external agencies to support their travel and accommodation expenses.

Limited UNIDROIT support includes:

  • Student-level accommodation
  • Partial contributions toward travel and living expenses (assessed on a case-by-case basis)

Attendance of both online and in-person sessions is required to receive financial assistance.
