Between 14-18 June 2021, Mr Hamza Hameed (Legal Consultant) participated in the Global Space Exploration Conference 2021 (GLEX 2021) organised by the International Astronautical Federation (IAF) and ROSCOSMOS in St. Petersburg, Russia.
The Conference celebrated the 60th anniversary of Yuri Gagarin’s spaceflight and had over 1000 registered participants, including many leaders and decision-makers within the science and human exploration community – engineers, scientists, entrepreneurs, educators, agency representatives and policy makers. Mr Hameed had two engagements as part of GLEX 2021:
1. A Technical presentation on: “Harmonised system of secured transactions for space assets – the Space Protocol of the Cape Town Convention” as part of the session on “International Cooperation for Space Exploration” This session was chaired by Dr Victor Leonov (Bauman Moscow State Technical University) and attended by about 75 delegates. The presentation was followed by an interesting discussion around repossession in outer space, as well as the specific benefits of a secondary market for space assets. Alongside the presentation, a lighting talk was also submitted. The presentation was also accompanied by a video lecture and paper which can be found within the IAF Digital Library.
2. As Co-Chair of the Jupiter Working Group on Space Sustainability: Mr Hameed was a Co-Chair of a Working Group as part of the Next-Gen Day events of GLEX2021. This Working Group focussed on Space Sustainability and also had Julie Patarin-Jossec (Lecturer at Saint Petersburg State University), Franz Viehbock (Austrian Astronaut) and Jean-Loup Chretien (French Astronaut) as the other Co-Chairs. Mr Hameed presented the outcomes of the Working Group’s discussion which focussed on interoperability in space and the importance of uniform laws and standards to the conference plenary.
